<P>PROBLEM TO BE SOLVED: To provide a vehicular operation monitoring system for monitoring a vehicular operating state even before an on-operation of an accessory switch, or even when a large electric power by starting of starter of an vehicular engine is operated. <P>SOLUTION: The system detects an approach of a user of its own vehicle by detecting that a mobile machine acceptable by the own vehicle advances into a predetermined range. When the approach is detected, collecting and recording of internal data in an ECU 12 into data storage 20 of an on-vehicle recorder 10 is started.
