<P>PROBLEM TO BE SOLVED: To solve the following problem in the conventional technique: the occurrence of oxide scale defects upon hot rolling of ferritic stainless steel can not be sufficiently prevented or can not be prevented without inducing other surface flaws. Ž<P>SOLUTION: A slab 10 of continuously cast ferritic stainless steel is heated in such a manner that the surface temperature of the slab is held at ≥1,300°C for 1 to 20 min before its charge to a hot rolling heating furnace, so that the concentration of Cr in the surface layer of the slab is reduced while the sagging of the slab is prevented, and the slab as it is or after naturally cooled, is charged to the hot rolling heating furnace to be soaked, and is extracted from the furnace, then primary scale produced before the extraction is subjected to descaling on the inlet side of a hot rolling mill, thus secondary scale is made easy to produce, and seizure in the subsequently performed hot rolling is prevented.
