PROBLEM TO BE SOLVED: To provide a relatively-simple system for managing a transport container, which secures safety midway through transport, and which enables an article to be surely delivered to a legitimate consignee from a legitimate sender. SOLUTION: A card reader/writer reads sender designating information and consignee designating information from a setting card, and stores the information in a storage means. The card reader/writer reads sender identifying information from a sender card, and a sender determination means compares the sender designating information of the storage means with the sender identifying information; and an unlocking command generating means releases an electronic lock by generating an unlocking command when the sender determination means determines that the sender designating information agrees with the sender identifying information. The card reader/writer reads consignee identifying information from a consignee card; a consignee determination means compares the consignee designating information of the storage means with the consignee identifying information; and the unlocking command generating means releases the electronic lock by generating an unlocking command when the consignee determination means determines that the consignee designating information agrees with the consignee identifying information.
