PROBLEM TO BE SOLVED: To obtain sufficient developing density and to suppress scattering of toner inside and outside the apparatus, fog on a base, etc., in a non-contact development system image forming apparatus and an image forming method, in which a latent image carrier and a toner bearing roller are opposed to each other with a gap between them. SOLUTION: More than one toner layer is held on a developing roller and the intensity of an electric field in a developing gap between a photoreceptor and the toner bearing roller is set in the manner described below. The intensity of an electric field (electric field of an exposure part) in a position corresponding to the exposure part of the photoreceptor is made higher than the intensity of an electric field at which contact toner, which is in direct contact with the surface of a developing roller, is started to spatter. Meanwhile, the intensity of an electric field (non-exposure electric field) in a position corresponding to a non-exposure part of the photoreceptor is made lower than that at which the contact toner is started to spatter but higher than that at which non-contact toner, which is not in direct contact with the surface of the developing roller, is started to spatter.
