PROBLEM TO BE SOLVED: To provide a shift control device for a continuously variable transmission, for previously avoiding the slip of driving wheels when executing the down-shift of the continuously variable transmission during the travel of a vehicle on a low-μ load. SOLUTION: When determining that down-shift from a point A to a second speed (2nd) is executed, the shift control device estimates whether the slip of the driving wheels is produced or not. When estimating that the slip is produced, it restricts the process of the down-shift up to a point B on a down-shift restricting revolution line Npri_Dlim and then executes the control of shift to the second speed (2nd).
