PROBLEM TO BE SOLVED: To provide a soundproof panel allowing a see-through image during travel to be recognized without causing confusion while making the sunlight irradiate a shade region formed at the side of a road or a railroad. SOLUTION: The panel 3 erected along the road or railroad is provided with see-through sections 4 formed in flat surface shape on both the front and rear of the panel, and a light scattering section 5 formed in rugged surface shape to scatter transmitted light in two-dimensional directions, on at least one face out of the front and rear of the panel.
