<P>PROBLEM TO BE SOLVED: To provide a two-stage heating device applicable to natural hot-spring water, and a wet or half-wet sauna using the same as a heating steam generating device. Ž<P>SOLUTION: (1) The two-stage heating device comprises a feed water tank with a level sensor, a primary heating part with a temperature sensor, a secondary heating part, and a control part. The two-stage heating device also includes a container whose top is open and which includes a heating member on the outer wall surface in the primary heating part; and an electromagnetic induction heating member with a work coil wound around the outer surface of a pipe coated with a heat-insulation material via a spacer, or a heating member with a semiconductor heating element attached to the outer surface of the pipe in the secondary heating part. (2) Heating elements A made of punched metal plates and heating elements B made of bundles of a plurality of pipes are alternately inserted into the pipe constituting the electromagnetic induction heating member in the secondary heating part in the two-stage heating device (1).
