PROBLEM TO BE SOLVED: To provide an information processor, a commercial transaction system, an operation validity/invalidity decision method, a program and a recording medium for grasping the mental status of a user in order to let the user to perform an operation as usual.

SOLUTION: The information processor to be operated through a network includes: a measurement means for detecting the metal status of a user; a decision means for deciding whether or not the measurement data detected by the measurement means are within the range of preliminarily set normal values; a control means for, when it is decided that the measurement data are within the range of the normal values by the decision means, permitting an operation through the network; and a warning means for, when it is decided that the measurement data are beyond the range of the normal values by the decision means, issuing prescribed warning.
