PROBLEM TO BE SOLVED: To define the quality of a document in advance, and to manage the quality of the document without separation from the document.

SOLUTION: A document skeleton generation device includes: a document template DB 102 which includes a plurality of requirements entries and previously stores a document template in each document type; a requirement storing part 101 for storing a plurality of requirements entries; a document skeleton storing part 104 for storing each document skeleton information; a quality index DB 103 for storing the target value of a quality index in each document type; an inputting and outputting part 106 for writing an inputted each requirement entry in the requirement storing part 101; a document skeleton generating part 108 for generating document skeleton information in each document type by writing each requirement entry in the requirement storing part 101 while associated with each requirement entry in a designated document template; and a quality index setting part 110 for setting the target value of the quality index in the quality index DB 103 in the document skeleton information on the basis of the document type of the document skeleton information.
