PROBLEM TO BE SOLVED: To provide an inactivated vaccine for fish effective for prevention or treatment of fish viral hemorrhagic septicemia. SOLUTION: Task to prevent infection or onset, or treat fish viral hemorrhagic septicemia is solved by a vaccine containing formalin-inactivated fish hemorrhagic septicemia virus. The formulation is preferably carried out by rearing fish administered the vaccine at least one condition selected from the group consisting of (1) rearing temperature at 5-30°C and (2) rearing period for three weeks or less, or several times administration of the vaccine as boosters to fish administered with the vaccine, and rearing the fish at least one condition selected from the group consisting of (1) rearing temperature at 5°C or over and (2) rearing period of three weeks or less.
