<P>PROBLEM TO BE SOLVED: To easily confirm safety of a family or the like living in an area when a disaster such as an earthquake occurs in the area, and to speedily confirm the received safety confirmation information. Ž<P>SOLUTION: Regarding a plurality of mail transmitting object persons desired by a user, positional information and mail addresses are previously registered correspondingly to the names of the object persons. When emergency earthquake flash report is received from an earthquake flash report delivery server 7 via the Internet network 4, earthquake information such as predicted seismic intensities at the locations of the mail transmitting object persons is calculated based on the held position information and the received emergency earthquake flash report. Then, safety confirmation mails are transmitted to the mail transmitting object persons for whom the earthquake information is calculated via the Internet network 4, return mails to the safety confirmation mails are received, the mail sentences are analyzed, and the mail contents are displayed in an easily and visually inspected manner using icons or the like.
