PROBLEM TO BE SOLVED: To provide an X-ray generator and an X-ray inspection device, capable of suppressing deterioration of insulation withstand voltage due to oxidation of insulating oil. SOLUTION: The X-ray generator 1 includes a container 10 having an opening part 10a, and enclosing and supporting an X-ray tube 12; a first insulating oil 13 filled in the container 10, in which the X-ray tube 12 is immersed and insulated; and a bellows 15 attached to close the opening part 10a for buffering expansion and contraction of the first insulating oil 13. The generator further includes a storage device 16 internally having a sealed space formed with the outer part of the opening part 10a and the bellows 15 (an internal space by a first external container 17, a tube 18, and a second external container 19), in which a gas and a second insulating oil 20 are stored in the sealed space.
