A fuel cell system (1) includes: a membrane electrode assembly (20); a fuel containing unit (41); a control means (45) which controls fuel supply from the fuel containing unit (41) to the membrane electrode assembly (20); an accumulator (91) which supplies power to the control means (45) upon start of the membrane electrode assembly (20); a first fuel supply line (50) having a first fuel flow path (51) which supplies fuel from the fuel containing unit (41) to the membrane electrode assembly (20), an automatic pump (52) which operates in accordance with an instruction from the control means (45), and an automatic cut-off valve (53) which operates in accordance with an instruction from the control means (45); and a second fuel supply line (60) having a second fuel flow path (61) which supplies fuel from the fuel containing unit (41) to the membrane electrode assembly (20), a manual pump (62), and a manual cut-off valve (63).
