<p><P>PROBLEM TO BE SOLVED: To confirm a quality of a transmission line and and to obtain quality information on the transmission line in a continuous period without exerting any large influence on the traffic of the transmission line. Ž<P>SOLUTION: Disclosed is a customer station media converter 20 which is interposed in the transmission line 40 connecting a media converter storage device 10 installed in a station of a communication provider providing Internet services and a user terminal 30 provided with the Internet services, and performs mutual conversion between an optical signal and an electric signal in a user's house, and the media converter 20 is equipped with a packet count section 27 which counts processed packets and stores the result as counter information for maintenance.
