<P>PROBLEM TO BE SOLVED: To reduce the load of network-setting work in starting a guest OS, and to secure the security of a network. <P>SOLUTION: A management manager connected to a plurality of servers each having a virtual machine environment allowing a host OS and a guest OS to be operated as a virtual OS therein executes the following processing. That is to say, when a work installation instruction is received by a work installation instruction reception part 10A, a guest OS-starting part 10B starts the guest OS to the server. A connection policy determination part 10C determines a connection destination server carrying out VPN connection with a start object server, and determines whether encryption is executed in the VPN connection between the start object server and the connection destination server.
