<p><P>PROBLEM TO BE SOLVED: To provide an RFID tag which can prevent a decrease in communication range even when radio communication is performed to a metal object and be more miniaturized than a conventional RFID tag; and to provide an RFID system: and a method for manufacturing the RFID tag. <P>SOLUTION: The RFID tag 1 includes a planar antenna having a dielectric substrate 2, a ground conductor 3 provided on one surface of the dielectric substrate 2, and a patch conductor 4 provided on the other surface of the dielectric substrate 2.
