PROBLEM TO BE SOLVED: To provide a light-emitting device superior in light-emitting characteristics, and to provide a method of manufacturing the light-emitting device. SOLUTION: In manufacturing an EL panel 1 having an EL element 8 in which a hole injection layer 8b consisting of molybdenum oxide or the like is formed to cover on a bank 13 made of a photosensitive resin material of polyimide base, before forming the hole injection layer 8b, a deactivation treatment to desorb all NQD (naphthoquinone diazide) contained in the bank 13 is carried out. Thereby, the NQD is separated becoming indene carboxylic acid and it is prevented that it is neutralized with residual TMAH (tetramethyl amine hydroxide) used in the development treatment of the bank 13, and it is also prevented that the hole injection layer 8b is denatured by water generated by neutralization reaction.
