<P>PROBLEM TO BE SOLVED: To provide a soil improving apparatus which can efficiently stir earth and sand and a solidification agent while controlling the discharged soil after soil-improvement construction. Ž<P>SOLUTION: The soil improving apparatus 10 has an excavation rod 14, a pair of excavation blades 15, a pair of mixing blades 16, 17, and a pair of inclined plates 18. The excavation rod 14 is rotated by a drive unit 13 and intruded into and pulled out of the ground. The pair of excavation blades is extended at the tip of the excavation rod 14 in the width direction, and the pair of mixing blades are extended in the width direction of the excavation rod 14 in two stages. The pair of inclined plates 18 are extended between the blades 15, 17 of the excavation rod in the width direction. The inclined plate is inclined in the opposite direction to the inclination direction of the excavation blade, and angles θ of inclination of the inclined plates are set in a range from 5 to 15 degrees with respect to the axial direction of the excavation rod.
