PROBLEM TO BE SOLVED: To provide a device and a method for generating an automated unit capable of installing easily a program executable in a target system, and adaptable to a request of an operator. SOLUTION: Some extracted software constitutive elements 20-a, 20-b to 20-m independent of the target system are selected from a library 20, the software constitutive elements 20-a, 20-b to 20-m independent of the target system are converted into software constitutive elements dependent on the target system, the software constitutive elements dependent on the target system is instantized by the target system, and is parameterized through a command interface, and executable setting is generated on the target system, by calculating a processing sequence of the software constitutive elements in order to be processed according to an accurate signal flow, from a network list.
