<P>PROBLEM TO BE SOLVED: To provide a video recording apparatus capable of avoiding wasteful recording bit rate adjustments. <P>SOLUTION: The video recording apparatus (100) includes: a compression means (11) for compressing a video image; a video comparison means (12) for comparing a source video image before the compression due to the compression means (11) with a compressed video image after the compression, due to the compression means (11) to calculate, on the basis of a preset index, similarity for specifying the degree of matching for the video qualities of the video images, before and after the compression; and a bitrate adjustment means (13) for adjusting the recording bitrate, until the similarity calculated by the video comparison means (12) becomes a preset similarity.
