PROBLEM TO BE SOLVED: To provide a guide control device, a guide control method, and a guide control program capable of outputting the guide information in accordance with the traffic flow of a road to which a vehicle concerned starts running. SOLUTION: The guide control device 10 includes, a determination unit 11b for determining the presence or absence of a signal intersection connected to a road, located within a predetermined distance from the initial running position, where the vehicle concerned starts running to the road, a lighting state identifying unit 11c for identifying the lighting state of the signal at the signal intersection when the determination unit 11b determines that the signal intersection is located within the predetermined distance from the initial running position, and a guide control unit 11d for controlling the output of the guide information on starting the running of the road in accordance with the lighting state identified by the lighting state identifying unit 11c.
