PROBLEM TO BE SOLVED: To provide an optical processing element which has high light transmittance, can impart full retardation, and is made of a novel inorganic material having high flexibility of design. SOLUTION: The optical processing element has a pattern formed by arraying a plurality of metal fine structural bodies, having a diameter D<λto incident light, having a wavelengthλof linear shape on a substrate at an interval d1<D as a unit array pattern. The optical processing element includes a processing region, wherein a plurality of unit processing regions, with each being formed, by periodically arraying the unit arrangement patterns in a lattice shape at an interval d2<D which is wider than the interval d1<D are provided on the substrate.
