<P>PROBLEM TO BE SOLVED: To provide an eyebrow ruler with which the shape of the eyebrow is fixed rationally and fixed at a similar position and in a similar shape even if fixing the eyebrow a plurality of times. Ž<P>SOLUTION: The eyebrow ruler includes: a plate 3 which is flexible and transparent or translucent and has an opening 2 in the shape of the eyebrow having the inner end of the eyebrow 20, the raised portion of the eyebrow 21 and the outer end of the eyebrow 22; a reference portion 5 formed at a place where the opening 2 of the plate 3 is not formed and which includes one end 30; and a scale portion 6 obtained by generating a plurality of scales 60 at regular intervals on both sides of the end 51 of the reference portion 5 of the plate 3.
