<p>A method and a base station for transmitting the resource MAP message are disclosed. The method includes: a base station allocating persistent resource block for a mobile station in the resource persistent allocation region (S301); the base station judging whether the persistent resource block transmits the data in hybrid automatic retransmission request mode, and not including the parameters related to hybrid automatic retransmission request into the resource MAP message in the case of the judgment result is negative (S303); the base station transmitting the resource MAP message to the mobile station (S305).</p>
