<p><P>PROBLEM TO BE SOLVED: To provide a method for manufacturing asphalt rubber with which swelling of rubber powder is suppressed to a certain extent. <P>SOLUTION: In the method for manufacturing the asphalt rubber at least including the rubber powder, asphalt, and an aggregate, the time period in which the rubber powder and the asphalt come into contact with each other is set to be in the range of 100 to 150 minutes. A rubber powder including a natural rubber with a higher content than that of a synthetic rubber is preferable as the rubber powder, and a straight asphalt is preferable as the asphalt.
