PROBLEM TO BE SOLVED: To improve controllability and economical efficiency by estimating the actual state of a power generator, effectively and sufficiently distributing area-required power (AR) using the estimated information, preventing the area-required power (AR) from being kept undistributed, and reducing excess and deficiency of control.

SOLUTION: The actual state of a local power generator is estimated based on the power generator information obtained from the local power generator. Information suitable for the estimated actual state of each power generator is used to properly distribute the area-required power (AR).
