PROBLEM TO BE SOLVED: To provide a guiding object region determining device for determining an appropriate area according to a user's moving situation, a navigation device, a guiding object region determining method, and a program for operating the guiding object region determining device. SOLUTION: A cellular phone 1 extracts areas 3, 3, etc. adjacent to a road programmed to be passed toward a destination from a plurality of areas 3, 3, etc. by an extracting means. An estimating means divides the distance of the road adjacent to the extracted area 3 by the passing speed of the road to estimate a passing time required for passing the area 3. A determining means determines the area 3 extracted by the extracting means as a guiding object based on the passing time estimated by the estimating means and a previously stored reference time.
