PROBLEM TO BE SOLVED: To provide a method and an apparatus for manufacturing an air cushion that can be not only used for boxing items but also used as a liner or wrapping a material by a manufacturer that ships products and other items to consumers. SOLUTION: Using a first heat seal bar 1 and a second heat seal bar 2, U-shaped semi-cells 21 each of which has a pair of seals 12 and 13 extending vertically and horizontally, respectively, are formed in two film original webs 11, 11 superimposed on the upstream side of the second heat seal bar 2. Air is supplied into each semi-cell 21 from an air supply pipe 4. On the downstream side of the second heat seal bar 2, the two film original webs 11, 11 are heat-sealed in the form of a frame, thereby forming initial cells 22, 22, ..., in which air is sealed. Then, a third heat seal bar 3 heat seals the two film original webs 11, 11 in areas inside the initial cells 22, 22, ..., thereby forming many minute cells 24, 24, ..., into which the initial cells 22, 22, ..., are divided.
