PROBLEM TO BE SOLVED: To provide a frictional electrostatic property evaluating device that evaluates the frictional electrostatic property of a test base fabric with friction between the test base fabric and friction cloth, and allows the visual and tactile sensing of static electricity accumulated in the test base fabric. SOLUTION: This frictional electrostatic property evaluating device evaluates the frictional electrostatic property of the test base fabric generated by the friction between the test base fabric and friction cloth. The device comprises a rotation frame 1 to which the friction cloth is stuck and a fixing member 8 of the test base fabric.
