<P>PROBLEM TO BE SOLVED: To provide a method of performing electrolysis by using carbon fiber electrode excellent in flexibility as a cathode for industrial production apparatus of NaOH. Ž<P>SOLUTION: Carbon filament bundles (carbon fiber:CF) each of which is constituted by assembling a large number of filaments having a diameter of 5 to 7 μm are spirally wound around a plastic net 20 in proximity to an anion exchange membrane 19 to form the cathode 21 (CF electrode). The carbon fiber has a flexibility, therefore, can be easily wound in large number of times, can form an electrode having a large surface and can enhance the efficiency of electrolysis.
