PROBLEM TO BE SOLVED: To provide a toner cloud degree detecting device that detects the degree of cloud of toner on a toner carrier used for supplying toner to an image carrier provided on an image forming apparatus such as a copying machine, facsimile, and printer, and also used for holding a cloud of toner, to provide a toner cloud degree control device that controls such a degree of cloud, a developing device, a process cartridge, and an image forming apparatus that have the toner cloud degree detecting device and the toner cloud degree control device, and to provide a cloud degree control method for controlling such a degree of cloud, a developing method and an image forming method that use the cloud degree control method. SOLUTION: The toner cloud degree detecting device 56 is used for detecting the degree of cloud of toner held on the toner carrier 51, which holds a cloud of toner and supplies the cloud of toner to it.
