<P>PROBLEM TO BE SOLVED: To provide a tape binder that can pull and cut a binding seal portion of an adhesive tape, prevents the sidewise displacement of a face-to-face joint of the binding seal portion of the adhesive tape, and prevents the adhesive tape from being cut at an area where the tape is constrained by a star wheel. Ž<P>SOLUTION: The tape binder TB includes: a holding part 4 that holds a roll 2 of the adhesive tape 1; a guide path 5 for a body A to be sealed; the star wheel 6; a pressing member 7 that cooperates with the star wheel 6 and loops the adhesive tape around the body A, and joins both ends of the tape 1 face to face; and an activating body 10 that has an activating part 14 with a cutter 13 used for cutting the adhesive tape 1 drawn from the pressing member 7. In the tape binder TB, the roll 2 winds the adhesive tape 1 which can be easily pulled and cut. In addition, the star wheel 6 is formed so that the leading end of the periphery disposed in contact with the tape is flexible and round, and a curved recessed face 7a is formed so as to be releasable.
