PROBLEM TO BE SOLVED: To provide an abnormality detecting apparatus that surely detects the occurrence of an abnormal state regardless of the brightness of a monitoring area and reduces the occurrence frequency of erroneous detection. SOLUTION: The abnormality detecting apparatus includes a motion detecting circuit for detecting the presence or absence of an object's motion on the basis of a video signal in a monitoring area, a face detecting circuit for detecting a human face on the basis of the video signal in the monitoring area, and a control circuit. The control circuit determines whether or not a brightness level of the video signal in the monitoring area is within a prescribed range. If it determines that the brightness level is within the prescribed range, the occurrence of an abnormal state is detected when an object's motion is detected by the motion detecting circuit and a face is detected by the face detecting circuit. On the other hand, if it determines that the brightness level is out of the prescribed range, the occurrence of an abnormal state is detected when an object's motion is detected by the motion detecting circuit, and also, the occurrence of an abnormal state is detected when a face is detected by the face detecting circuit.
