<P>PROBLEM TO BE SOLVED: To protect image information by shielding a signal in an image display signal so that it can not be detected. <P>SOLUTION: An image display signal analyzing part 11 extracts the rising time and falling time of a signal in an image display signal S1, and integrates it into data. A pseudo signal generation part 12 generates a unit waveform having a rising time and falling time for bisecting time width equal to the total of the rising time and the falling time based on the data, and generates a synthetic unit waveform by synthesizing the unit waveforms about two or more signals, and generates a pseudo signal S2 in which the synthetic unit waveform continuously repeats. A signal synthesizing part 13 synthesizes the pseudo signal S2 with the image display signal S1.
