PROBLEM TO BE SOLVED: To avoid problems with conventional techniques by proposing the use of a conventional surface-discharge-type panel using a method different from conventional methods so that discharges can be stabilized at lower frequencies without the need to increase the voltage required to start a stabilized discharge. SOLUTION: According to this method, before a high-frequency pulse train (T<SB>SY</SB>) is applied between the two electrodes of a pair X, Y carried by one tile, at least one sustain pulse S<SB>HX</SB>, S<SB>HA</SB>is applied between an electrode X of this pair and an electrode A of another tile of the panel. As the sustain discharges D<SB>H</SB>are not generated between the same electrodes as the stabilized discharges D<SB>S</SB>, the electrodes X, Y may be moved further apart so as to lower the stabilization frequency without thereby having to increase the sustain voltages.
