PROBLEM TO BE SOLVED: To accurately track each person even under a congested situation, in an area to be monitored by a camera. SOLUTION: Persons photographed in frame images of each of video images shot by a plurality of cameras are detected, a corresponding two-dimensional moving locus is determined by tracing each of the detected persons on the images; a three-dimensional moving locus of each of moving persons is determined by stereo-viewing of a plurality of corresponding two-dimensional moving loci over an overlapping time; and a complete moving locus of each person is calculated by link fragments of the determined three-dimensional moving locus.
