Disclosed are a liquid refining device and a humidifier using the same, which are equipped with an air-blowing tube disposed vertically, a fan that blows air within the air-blowing tube, a rotary shaft disposed vertically within the air-blowing tube, multiple rotating plates affixed to the rotary shaft in the axial direction at prescribed intervals, and a liquid supply unit that supplies liquid to the upper surface of the uppermost of the rotating plates. In addition, a collision surface is provided against which liquid dispersed from the rotating plates to the inner surface of the air-blowing tube facing the periphery of the rotating plates collides, a water retaining unit is provided on the inner surface of the air-blowing tube between the multiple rotating plates, and a liquid path is connected to the water retaining unit, supplying liquid to the upper surfaces of the rotating plates below the water retaining unit.
