PROBLEM TO BE SOLVED: To provide a liquid crystal composition which meets at least one of characteristics such as the high upper-limit temperature of a nematic phase, the low lower-limit temperature of the nematic phase, low viscosity, greatly appropriate optical anisotropy, negatively large dielectric anisotropy, large specific resistance, high stability for ultraviolet light, and high stability for heat; and to also provide an AM element having, e.g., a large voltage retention and a large contrast ratio. SOLUTION: The liquid crystal composition contains a bicyclic compound as a first component having a negatively large dielectric anisotropy and fluorine on at least three lateral positions and specific bicyclic to tetracyclic compounds as second components having small viscosity and has negative dielectric anisotropy.
