PROBLEM TO BE SOLVED: To provide a PLL circuit capable of improving the spurious characteristics and semiconductor integrated circuit for communication with the PLL circuit packaged therein. SOLUTION: In a high-frequency IC chip RF_CP 3 including a PLL circuit, for example, there are provided a plurality of voltage-controlled oscillation circuit blocks VCO_BK1 to VCO_BK3 inside the PLL circuit. A secondary loop filter FLT_A, that serves as a part of a loop filter, is then disposed in a synthesizer block SYN for performing phase detection, or the like, and a primary loop filter FLT_B, that becomes another part, is disposed in each of VCO_BK1 to VCO_BK3. Furthermore, in each of the VCO_BK1 to VCO_BK3, inductors L1, L2 are arranged, in such a direction as to be closer not to the inside of an RF_CP3 but rather to the outside (one side of the outer circumference) thereof.
