An electrode foil comprises a base composed of valve action metal foil and a roughed-surface layer composed of the valve action metal provided on the surface of the base. The roughed-surface layer comprises a plurality of tree structures which are formed of a plurality of continuous fine particles of the valve action metal extending from the base and which each are divided into a plurality of branches. A small large-capacity electrolytic capacitor can be obtained with the electrode foil.
