<P>PROBLEM TO BE SOLVED: To provide a method for producing a foamed material, capable of producing a formed article continuously for a long term with an extruder, while preventing poor dispersion of a raw material in the extruder, and to provide the foamed material. <P>SOLUTION: The method for producing the foamed material includes a mixture producing process, a pellet forming process, and a foamed material producing process. In the mixture producing process, the mixture is obtained by supplying, to a kneader, powders of a hydrophilic polymer, a polyolefine-based thermoplastic synthetic resin, a vegetable fiber and an inorganic compound each having a particle diameter of 30 to 200 μm, and water W, and kneading the mixture. The mixture is then made into a pellet 1A having a water content of 5 to 30 wt.% with a granulating machine. The pellet is supplied to an extruder 15, is heated and kneaded at 150 to 190°C to vaporize the moisture followed by extruding the mixture through a die, expanding air bubbles by 20 to 80 times, cooling and solidifying the foamed material.
