PROBLEM TO BE SOLVED: To provide a headrest frame and a headrest that can ease an impact applied to the head of a person on board. SOLUTION: A deformable member 15 attached to a head side of a pillar member 11, which is formed substantially in a C-shape, of a headrest frame 1, includes a front plate part 16 arranged on the head side of the pillar member 11 and the upper part side of which is fixed to the upper part of the pillar member 11, and a pair of side plate parts 17, 17 extended toward the pillar member 11 from each of left and right sides of the front plate part 16 and fixed to the respective left and right sides of the pillar member 11.
