PROBLEM TO BE SOLVED: To provide a terminal network control apparatus which discriminates a failure caused by temporary noise from a failure caused by change in the line type incident to change in the telecommunication infrastructure when connection of communication with a center unit fails by incorrect recognition caused by noise or change in the telecommunication infrastructure, and can connect communication in any case. SOLUTION: When the terminal network control apparatus recognizes the dial type of telephone line automatically (S14-S16) but there is no response from a center unit (NO at S17), +1 is added to the number of times of failure (S19). When the number of times of failure reaches a predetermined number of times (YES at S20), communications with a center unit are performed by switching the dial type to a type different from the automatically recognized type (S21). In case of incorrect recognition caused by temporary noise, the dial is switched only when connection fails a predetermined number of times. Communication with the center unit can thereby be made while discriminating the causes of communication failure with the center unit (noise or change in the telecommunication infrastructure of the terminal network control apparatus).
