PURPOSE: A method for encoding a selective control signal is provided to encode only selected control signals, thereby reducing excessive load of the entire network. CONSTITUTION: A mobile station of an idle state transmits a ranging request message including security negotiation parameters to a base station(S510). The base station receives the ranging request message. The base station transmits a ranging response message including the security negotiation parameter to the mobile station(S520).
