PROBLEM TO BE SOLVED: To provide a method for reforming the surface layer of a cast steel billet which securely reforms the surface layer of the cast steel billet containing copper and can prevent the occurrence of cracks during hot working. SOLUTION: In the method, a wire 7 is continuously fed into a melt pool 8 being stirred by oscillating the wire 7, while adjusting the center position of oscillation of the wire 7 to the center between plasma torches 3 so as to satisfy the following formula: 4Lo/Fo<Lp/V, Lo≥0.9PL/2, wherein±Lo is the oscillation width of wire 7; Fo is the oscillation speed; PL is an interval between plasma torches 3; V is the melting speed of cast steel billet 1; and Lp is the length of melt pool 8 formed by meltdown of surface layer of cast steel billet 1.
