<P>PROBLEM TO BE SOLVED: To provide a method for reforming surface layer of a cast slab of steel capable of reliably reforming a surface layer of the cast slab of steel containing copper by reducing variance of the nickel concentration distribution in the surface layer, and preventing cracks during the hot working. Ž<P>SOLUTION: In the methof for reforming surface layer of the cast slab of steel, a wire 7 is formed into droplets while oscillating the wire 7, and fed to a molten pool 8 so as to satisfy inequalities: 4Lo/Fo<Lp/V, Lo≥0.9PL/2 and Fw≥20, where ±Lo denotes the oscillation width of the wire 7; Fo denotes the oscillation speed; PL denotes the spacing of plasma torches 3; V denotes the melting rate of the steel cast slab 1; Lp denotes the length of the molten pool 8 formed by melting the surface layer portion of the steel cast slab 1; and Fw denotes the droplet dropping frequency of the wire, respectively.
