PROBLEM TO BE SOLVED: To preferentially connect a particular user. SOLUTION: The radio base station 1 is accommodated in a radio communication network via an IP network 2. A user information storage means 1a of the radio base station 1 stores information of a priority user capable of preferentially carrying out radio communication with the radio base station 1. A scheduler 1b secures the radio resource for the priority user stored in the user information storage means 1a, and a residual radio resource is secured for a non-priority user without being stored in the user information storage means 1a.
