<P>PROBLEM TO BE SOLVED: To attain simplification and space saving of piping for supplying water from primary piping to secondary piping and to prevent misoperation of a collateral apparatus disposed surrounding a valve at the time of inspection or maintenance, with respect to a pre-actuation type water flow detector where a valve is opened with an operation signal of a fire sensor installed in the vicinity of a sprinkler head. Ž<P>SOLUTION: In the pre-actuation type water flow detector, a bypass 14 communicating with a primary side and a secondary side is bored inside a boss 15 formed outside the valve box, and a supply valve 16 which opens or closes the bypass 14 is provided on the boss 15 while opening and closing operation is possible.
