PROBLEM TO BE SOLVED: To provide a silicate-coated silicate-titanium oxide material for decomposing volatile organic compounds. SOLUTION: A method produces an inorganic silicate-titanium oxide composite, where an inorganic silicate is coated on the surface of a base material having a surface comprising titanium oxide, which comprises mixing a silicon compound aqueous solution and an aqueous solution of an aluminum compound or a transition metal compound to prepare a precursor suspension liquid; removing a salt by-produced in the above step; putting a base material into the precursor suspension liquid and conducting a hydrothermal reaction so that the titanium oxide composite coated with the inorganic silicate on the surface thereof is synthesized and its product is obtained.
