The present invention relates to a hydrophilizing method including a step of treating a fluorine water treating membrane with a specific hydrophilizing agent, and to a water treating membrane hydrophilized by the method. The present invention chemically treats a water treating membrane under a specific condition to chemically couple a variety of hydrophilic functional groups to the surface of the water treating membrane, thus maintaining or enhancing the unique merits of the fluorine water treating membrane and permanently hydrophilizing the properties of the surface of the water treating membrane.
